This repeal stems from statutory amendments that removed the Rhode Island Department of Health (RIDOH) from the licensing process, rendering these regulations unnecessary.

No alternative approaches, overlaps, or duplications were identified. RIDOH concluded that the benefits of repealing this regulation justify its costs.
