Health Canada published amendments to the Cosmetic Regulations in Canada Gazette, Part II, Volume 158, Number 9, introducing mandatory fragrance allergen labelling with phased implementation. The amended regulations on cosmetic ingredient disclosure incorporate by reference the fragrance allergens listed in Annex III of the European Commission's Cosmetic Products Regulation, including any future amendments.
By April 12, 2026: All cosmetics must list 24 fragrance allergens, if present above 0.01% in rinse-off and 0.001% in leave-on products.
By August 1, 2026: New cosmetics must disclose 81 allergens, when present at concentrations exceeding 0.01% in rinse-off products and 0.001% in leave-on products.
By August 1, 2028: Existing products must comply with the 81-allergen labelling requirement, when present at concentrations exceeding 0.01% in rinse-off products and 0.001% in leave-on products.
