The Taiwan Ministry of Health and Welfare has released a draft regulation titled "Cosmetics Category for Cosmetics Manufacturing Establishments Complying with Good Manufacturing Standards for Cosmetics." This draft aims to ensure compliance with Good Manufacturing Practice (GMP) for cosmetics. It specifies implementation dates for various cosmetic categories and their manufacturing sites. Effective from July 1, 2024 year of the Republic of China, cosmetics containing specific ingredients or those announced to use specified ingredients in the EU, US, and Japan, along with certain types like sunscreen, hair coloring, perm, etc., must adhere to GMP. From July 1, 2025, regulations apply to cosmetics for infants, lips, eyes, non-medicated toothpastes, and mouthwashes. For other cosmetics manufacturing establishments, excluding solid handmade soap manufacturers, compliance begins from July 1, 2026. The announcement provides avenues for accessing the draft regulation and invites public comments within a 30-day period.
